teryt:stan_na=* in English would be teryt:updated_on=*. "teryt" refers to TERYT database that was used in import. As this import is quite old, this kind of data was tagged on every single imported object instead of placing it in the import documentation or on the import changeset[1].
Nowadays it has no value and in can be safely removed (though making edits just to remove it has also dubious value).
