"thw" stands for "Technisches Hilfswerk", a civil defense and disaster response organisastion in Germany. "rb" stands for "Regionalbereich", which translates to something like "regional sector". That is the name of an administrative division of the THW. The THW consists of 66 Regionalbereiche. In the tag thw:rb=* the coresponding Regionalbereich is specified for each organisational unit of the THW that is part of a Regionalbereich.
