In the value, do not include the @ sign. It can be turned into a useful URL by prepending "https://twitter.com/".
There is an alternative key under the "contact" namespace contact:twitter=*, which is used about 10 times more often as of 2017-07. This simple twitter=* tag has the advantage of being shorter.
