Rationale

The Colombian administrative boundaries were imported in 2010. This import was very important for the Colombian community. However, these areas have not been maintained, and they still have a lot of unnecessary tags from the initial import.

The DANE is the national statistics institution, and it provides the division on its Internet portal. There have been some changes that OSM does not reflect.

As part of the initial import, there is a tag called entidad_te=* that describes the type of division, and it has not been documented until now. Also, other tags need to be documented, like divipola=*.

The purpose is to verify all administrative boundaries (tags, members). Add the missing values, and delete the unnecessaries ones.

Community Consultation

In September 2022, Vtamara informed the community that there were some changes in the DANE in regard to some administrative divisions. As part of this report, also some tags were identified like useful but undocumented. Then, Fredyrivera said that this was probably due to the initial import in https://community.openstreetmap.org/t/division-politica-de-colombia/2592.

Then, the community agreed with reviewing all areas.

Timeframe

The activity is starting in mid-September 2022. We still don't have a finish time, because we will depend on the volunteers, and there are a lot of areas to check.

Tools and Data Sources

We will use:

  • JOSM
  • Overpass to get the areas.
  • MapRoulette to divide the activities. There is a challenge for each boundary level.
    • ToDo
  • TagInfo could give us some ideas of undocumented tags that were included in the initial import.

The community is invited to participate in this activity by following a set of specific tasks.

Measuring our Success

We will be writing overpass queries to verify that only documented tags will be used. Some random areas for each admin_level will be checked that only documented tags are used and the area with its relation is ok.

Also, the JOSM validator for all areas of a specific admin_level do not have any error or warning in the JOSM validator.

Query the whole country against tags like mechanical, DANE:departamento, clc_file or ref in boundaries.

Post-Event Clean Up

Verify the MapRoulette challenges to see how it was processed. All tasks should have done processed.
