Organised Editing/Activities/mapping parcel lockers in Poland

Rationale
After estabilishing new tag amenity=parcel_locker polish community started mapping existing parcel lockers.
There is high demand for that map feature, as they are common in Poland and numbers are increasing quickly.

Timeframe
- Project started in the late 2021.
- The project was halted in 2022 due to licensing issues.
- Due to a change in the position of the LWG, the project was reactivated 01.2024
