Proposal
A place producing or processing customized goods. To differentiate between trade, service and craft, this proposal wants to reserve shop=* for trade (focused on selling pre produced goods) and creates craft=* for small production on demand and by order. Unlike man_made=works the goods are often customized to the customers' needs and specially produced for them.
If the place is a shop=* and craft=* at the same time with both being important, both tags can be added. Places, that are widely accepted as shops, should not be transformed to crafts (for example shop=bakery or shop=butcher).
Rationale
There is a very well developed tag for places selling goods, but there is no tag for places producing them. By introducing this new tag a whole new set of POIs can be added to the database, without changing the meaning of any currently used tag or value.

Tagging
This page proposes a new tag to distinguish places focused on producing or processing customized goods from shop=* which is used for places, focused on selling pre-produced goods.
The tag will usually be combined with name=* as well as with opening_hours=*, phone=*, fax=*, addr=*, website=* and email=*. Its usage will be similar to shop=*, so that no grat changes, neither in our editors nor in the minds of their users, will be required.
Applies to
As all POIs in OpenStreetMap this proposal applies to nodes and, where applicable, closed ways aka areas. Just as shop=* it may be combined with building=yes where building contours are available.
Rendering
A place tagged with craft=* could be rendered as POI icon on the map. Some of the tags already have icons attached but we'll probably need a more consistent set for the most common values and a generic icon for all other values.
