Establish emergency=disaster_response as worldwide consistent tagging of disaster response service stations under the emergency=* key.

Rationale
In some countries (e.g. Germany, Australia), there are dedicated organisations whose primary purpose is to aid the population during and after disasters. Currently there is no consistent scheme existing to tag these. While disaster response is organised differently in different countries, there are similar organisations in different countries that should be consistently tagged. As disaster response is a type of emergency service, it is logical to use the emergency=* key. Organisations that help in disasters but do not have disaster response as their primary purpose (e.g. police, fire bridage, medical services, military) are not affected. As disaster response is organised differently around the world the proposed tag will probably not be used in all countries, only in those that have such disaster response agencies as described on this page.

Draw the shape of the facility. Add emergency=disaster_response along with other mandatory tags to it. If the size/shape of the facility is unknown place a node instead and add the same information to that node.

emergency=disaster_response applies to a station of a non-military organisation that has the main objective to help the civil population during and after natural or anthropogenic disasters by working in the affected area but does not have firefighting or medical service as their main competence. The place is used for storing and repairing equipment (hand tools, trucks, boats, safety gear, etc…), training the members (volunteers or paid ones) and doing administrative tasks. It is the place where the members start a mission after being alerted to an incident.

A request to implement the editing/adding of emergency=disaster_response to the iD editor will be created.
Rendering
As there is currently little usage of the tag emergency=disaster_response yet, it is too early to consider rendering it in the OSM Carto style. Once the tag gets used and adopted by the community, a request for rendering it there may get discussed.
Future plans
To keep it simple this proposal is limited to introduce emergency=disaster_response as an equivalent to amenity=police, amenity=fire_station or emergency=water_rescue. During discussion in the forum post the idea for a more detailed tagging scheme started. The idea is to also map things like warehouses, academies or training areas of disaster response organisations. Possible tags could be disaster_response=depot/academy/training_area/..., emergency_service=* or disaster_response_service=*. Currently we don't know about enough different organisations that could benefit from this tagging scheme, so introducing a worldwide tagging scheme for this is not useful/possible. At some point in the future, after emergency=disaster_response is approved and adopted, an analysis of the use of emergency=disaster_response could help in developing an adequate detailed tagging scheme.

- In Germany, for example, the Bundeswehr (national military force) sometimes helps in long-lasting disasters, but not as a direct response. I think the intention was to exclude tagging the national military completely as disaster responders.
