This tag applies to a station of a non-military organisation that has the main objective to help the civil population during and after natural or anthropogenic disasters by working in the affected area but does not have firefighting or medical service as their main competence. The place is used for storing and repairing equipment (hand tools, trucks, boats, safety gear, etc…), training the members (volunteers or paid ones) and doing administrative tasks. It is the place where the members start a mission after being alerted to an incident.
Be aware that not every facility that is involved in disasters or emergency situations should be using this tag. See Emergency facilities and amenities for mapping of other emergency related objects. It is possible that there are countries where no station fitting this tag exist.
How to map
Draw the shape of the facility. Add emergency=disaster_response along with other useful tags to it. If the size/shape of the facility is unknown place a node instead and add the same information to that node.
Possible tagging mistakes
Please be aware that some of these possible tagging mistakes should not be replaced with this tag. amenity=emergency_service and emergency_service=technical were/are used for the "Regionalstellen" and "Landesverbände" of the German THW. These facilities do not match emergency=disaster_response.
Before the proposal for this tag was approved, the tag was already in minimal use. These cases could be missuses according to the approved meaning. The old usages can be found in this MapRoulette Challenge.
