Proposal

I am proposing added the tag golf=first_cut into the golf key. There is currently a gap between golf=fairway and golf=rough. The first cut is the grass length between a fairway and the rough. Currently there is no way of marking this common grass length in OSM

Rationale

The rationale for adding golf=first_cut is because there is currently no way of distinguishing this very common grass type in OSM. We have keys for both the rough and fairway but we don´t have a way of tagging the grass between the two of them. I picked golf=first_cut as that is what this grass type is referred to in the golfing community and is widely used and understood. See definiton with sources on  Glossary of golf

Examples

Almost every golf course on a primarily grass course (ie non desert course) have large sections of the first cut, this is normally the area that surrounds the fairway and is between the tee boxes and the where the fairway starts.
