This is a more generic extension of the not:name=* to allow discrepancies between various Nottingham/Open Data sources and actual survey or existing OSM tagging on the same object.
The tag takes the form "not" + ':' + <open-data-source> + ':' + <osm-key> = <open-data-source-value>.
For example Food Hygiene data might classify a place as a restaurant whereas in OSM it is mapped as a pub. In this case the tag would be not:nccod_food_hygiene:amenity=restaurant. As there may be multiple (often contradictory sources) from a single Open Data provider (for instance planning applications, premise licenses, food hygiene and schools may all have data on a single school) it is helpful to record which source is in disagreement.
Disagreements may indicate a need for further survey work, or provide information which can be fed back to the Open Data source in order to help improve the data.
The notation could be used anywhere in the world, however, in practice it is only used in the Nottingham area.
