Proposal

Countries like Australia, Italy and Belgium have concepts to regulate school environments. These concepts are wildely diverse, and can even be different within the country. The schoolstreet=yes tag makes it possible to query all of them. To be able to differentiate between schoolstreets that have variable, vague or no legal implications, we add designation=[country-code]:schoolstreet to confirm that there are in fact real legal implications.

This proposal is mostly oriented to the Belgian concept, where streets are physically closed down during the times students arrive at or leave the school.


Rationale

Tagging the specific details of the schoolstreet is hard. Adding a simple tag makes it more likely these streets will be tagged, and can then later be refined.

Belgium

In Belgium, it's called 'schoolstraat' in dutch or 'rue scolaire' in french. The rules are very specific, so designation=BE:schoolstreet is also recommended. The details of what schoolstreet entails in Belgium are relatively hard to map. Using an explicit tag to add the designation (an not just the effects of the designation) makes it possible to decide for oneself (as a data user) and to make it easier to do QA (as a mapper). Usual combinations are:

Replace *condition* with *times the street is closed using opening_hours=* syntax*, yes @ permit.

Why motor_vehicle:conditional=no @ CONDITION as opposed to motor_vehicle:conditional=yes @ CONDITION?

- the NO hours are what are on the traffic sign, so easier for the mapper
- using conditional-NO, all the unmentioned cases stay on YES. Using conditional-YES, you need more tags to overrule the default vehicle=no
- the vast majority of the time, the road is in fact accessible. So if the conditional-no is ignored, it’s still correct most of the time
- you do NOT need to add access=yes when using access:conditional=no @ condition (see the wiki), though it is recommended.

There is an exception for people with a special permit, hence yes @ permit. There is NO blanket permission for residents. For the hours it is closed, include SH off; PH off. The hours and days themselves can be copied from the sign. It is not explicitly signposted that you can access when there is no school (SH=school holiday, PH=public holiday). However, we can assume that this is the intention of the lawmaker and we should not bother motorists when they obviously are allowed to enter.

The restriction is for ALL vehicles, except “rijwielen” (a broad definition of bicycles) and speed pedelecs (fast e-bikes). Hence we add (e.g. there’s no tag for the concept “rijwiel”. It is NOT needed to add these tags, as they are the default.

Replace *condition* with *times the street is closed using opening_hours=* syntax*. During closing times, the speed is limited to a walking pace. maxspeed=walk is also sometimes used for this.

Usually, there will be a manned physical barrier in place during the closing time of the road. Note that this is NOT a "schoolzone", which has no legal implications.

Italy

In Italy, the exact rules regarding school zones are defined at the municipality level. schoolstreet=yes may be applicable and tags to define the specific restrictions.

Australia

In New-South Wales, Australia, a conditional maxpseed may apply in school zones [1]
