The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.
This tag has been used instead of surface=paving_stones when 30x30 cm paving stones are used but nowadays the preferred way of doing this is to use surface=paving_stones and add the dimensions using subtags: paving_stones:shape=square + paving_stones:length=0.3.
These paving stones are commonly used for sidewalks in the Netherlands (and maybe in other countries too).
Poll
On the forum there was a discussion on the usage on this tag, see Paving_stones:30 en gebruik and a poll on whether to replace it.
The outcome of the poll was that there was a clear majority to replace it and there was support to do this semi-automated. For the Netherlands replacing surface=paving stones:30 was done October 2023, for Belgium November 2023.
In Poland bot edit to automatically retag existing and any future uses was approved.
