surface=shells specifies that the object, usually a road, is covered with crushed sea shells. The surface is usually initially somewhat coarse and loose, but becomes more solid as the shell fragments get smaller and compacted into the ground after some use.

This surface is often also tagged as surface=fine_gravel, but that is less specific (and does not comply with the wiki definition of that tag).

Other values that seem to be used are surface=crushed_shells, surface=crushed_shell, surface=seashell and surface=shell, but these seem to be a rare compared to surface=shells.

This tag is mostly used in the Netherlands.
