diplomatic as namespace for multiple keys
I would suggest the following (with diplomatic as namespace)
diplomatic=consulate <--- it’s a diplomatic institution. more precise: it’s a consulate diplomatic:sending_country=ES <--- machine-readable ISO 3166-1 alpha-2 country code for the SENDING country diplomatic:receiving_country=FR <--- -- " -- for the RECEIVING country name=Spanish consulate in France addr:country=FR …
For my suggestions at the tagging mailing list (with an older version of keys) see https://lists.openstreetmap.org/pipermail/tagging/2015-August/026126.html

Conflicting recommendation?
Why are there:
- diplomatic:sending_country=* and country=* and
- diplomatic:receiving_country=* and target=*?
They seem to be two conflicting recommendations for the same matter. Which one was the first? Why was the other one created? Which is more common? And which one shall I use now? --Marsupium (talk) 18:17, 28 August 2016 (UTC)
- Actually there is no conflict, they might be duplicates, which isn’t a big problem. If you cannot find out which to prefer, use both, which is possible because there is no conflict, they are compatible.—Dieterdreist (talk) 07:56, 16 March 2019 (UTC)
