The key target=* is used in conjunction with office=diplomatic to indicate the receiving or hosting country of a diplomatic mission. The receiving country is not necessarily identical to the country where the embassy resides. Many such examples are found in Rome since most missions to the Holy See (Vatican) are actually located on Italian territory. In the same way, the UN mission to the DR Congo has its office in Kampala, Uganda. Diplomatic missions to international non-governmental organizations (like the United Nations) will inevitably reside on the territory of a third party country.
As value for target=* you need to provide the country code according to ISO 3166-1 alpha-2. This code is given as two UPPER CASE characters. You will find a conclusive list of all internationally recognised country codes here: ISO 3166-1 alpha-2
