This seems to a british specialty.

In Germany, ALL pharmacies are dispensing. There is no legal framework for a business just selling prescription-free drugs. Given the fierce resistance the pharmacists have shown to any change in their field, this will remain that way. --Harfner (talk) 16:07, 10 January 2010 (UTC)

In France too, all pharmacies are dispensing. Moreover, drugs are only sold in pharmacies. They cannot be sold in supermarket for example (aspirin, acetaminofen...) --Wagner51 (talk) 08:48, 8 November 2010 (UTC)

what is "dispensing pharmacist"?

I agree. The question is, can you (or do you have to) make a difference between a) selling ready drugs on medical prescription only or b) setting (mixing/dosing) drugs on medical prescription individually?
But in Germany (and many other countries i guess) it doesn't make a difference at the time, due to compulsory attendance of a chemist (dispensing pharmacist) in any pharmacy, able to dispense in any manner. However it looks different if legal framework differs or changes.
There might be an issue, if pharmacists don't offer dispensing individually although they are permitted to. I don't know if that's the case or if they are legally obligated to. --Chris2map (talk) 08:38, 21 March 2020 (UTC)
