The ordering of multiple country codes

Some resident diplomatic offices have jurisdiction over multiple countries, e.g. the Omani embassy in Ankara has jurisdiction over Turkey, Azerbaijan, Georgia, and Turkmenistan. I think in those cases, we should use the country code for the host country first, and then list other country codes, rather than alphabetising them. Here's the example:

Example use of the target key.
Alphabetised Suggested
target=AZ;GE;TM;TR target=TR;AZ;GE;TM

I think this will help other mappers and third party tools to understand the difference. I am open to other ideas, but if others are OK with it, I am planning to update the page and add this as a suggestion. --Hocu (talk) 10:20, 2 February 2025 (UTC)
