These sound rare, and indeed the restricted byways you'd find them on are quite a rare kind of road. Unsurprisingly there are precisely zero examples of them in the OSM database as of 14 Feb 2012. May I suggest an alternative scheme? Kent gaps consist of bollards, so let's tag as:

barrier=bollard
vehicle=no
carriage=yes
bicycle=yes
horse=yes
(other access tags as applicable)
description=Kent Carriage Gap

instead of inventing another barrier type. This seems simpler for the general mapper to me, and builds on what the casual mapper who knows nothing of the very specialised barrier types is likely to have already done. It's probably wise to keep the human-readable description in there. --achadwick 10:01, 14 February 2012 (UTC)
