building=service标签表示专门设计的建筑物，旨在容纳例如泵、变压器或测量设备等不间断工作的机械。通常，当机械正常运作时，这种建筑物并不需要人们进入内部。
如何绘制
Map the building and add the tag building=service.
If the building is used as a substation then it should also get the following tags:
- power=substation
- substation=minor_distribution
- voltage=* (if the voltages are known, e.g. voltage=10000;400)
Other optional tags for substation:
- operator=* (the name of the power company)
- ref=*, name=* (any reference number or name the power company may use to refer to this substation)
