The tag boat:sails=yes may be added to a feature that sells boat sails. Usually this tag is added to a shop=boat or craft=* feature
How to map
Add boat:sails=yes to a node or area which also has a main feature tag such as shop=* or craft=*, to specify that sails are available at the feature.
Sometimes boat:sails=no is used to clarify that sails are not sold at the shop.
For sail repair use boat:repair=* and craft=sailmaker.
