ref:caribischopenbaarlichaamcode=* is the 2-digit reference code, assigned by the Dutch government to each Caribbean public body (Dutch: Caribisch openbaar lichaam) in the Netherlands, i.e. Bonaire, Sint Eustatius, and Saba.

The codes are assigned by the Ministry of the Interior and Kingdom Relations (Dutch: Ministerie van Binnenlandse Zaken en Koninkrijksrelaties). The Ministry maintains a list of codes here:

The codes are sometimes written with a prefix col, to clarify that the code is a code for a Caribbean public body. These prefixes are not included in the tagging. Data consumers can prepend prefixes themselves as needed.

Note that Caribbean public bodies additionally have a ref:landcode=* and a ref:eilandcode=*. They also have a ref:gemeentecode=* for statistical compatibility with the mainland.
