This key contains the reference id number to the RUIAN database of properties of the Czech Republic. It contains reference id of the RUIAN's address point or building. There are RUIAN ids for address points, buildings, municipalities, parcel of lands etc. So it would be wise to distinguish the ids from each other as they can "meet" on single OSM element.
Address point
The address point is usually only single node in OSM created by Import adres z RUIAN from RUIAN, however it could be attached to a building area manually as well.
The newer and recommended tag for address point is ref:ruian:addr=*.
You can view the details of the address point using a link in the format http://vdp.cuzk.cz/vdp/ruian/adresnimista/<ref:ruian>. If it is not found then try to search for building as described below.
Building
The ref:ruian=* attached to a building area is usually id of the building in RUIAN.
The newer and recommended tag for building is ref:ruian:building=*.
You can view the details of the building using a link in the format http://vdp.cuzk.cz/vdp/ruian/stavebniobjekty/<ref:ruian>. If it is not found then try to search for address point as described above.
