The teryt:simc tag links OSM object to entry in TERYT database maintained by Polish government. Unique SIMC codes are assigned to inhabited places (place=town, place=suburb, place=neighbourhood, place=quarter, place=village, place=isolated_dwelling, place=hamlet) and former inhabited places (place=locality).

Sometimes both place and matching boundary=administrative area is tagged with teryt:simc, so despite being a unique identifier some values may appear twice.

This tag should appear only on objects in Poland, as it is not assigned for locations in other countries.

Some tag former TERYT codes as former:teryt:simc=*.

TERYT database may be searched at http://eteryt.stat.gov.pl/eTeryt/rejestr_teryt/udostepnianie_danych/baza_teryt/uzytkownicy_indywidualni/wyszukiwanie/wyszukiwanie.aspx?contrast=default (switch to SIMC tab)
