Proposal
I propose to:
Rationale
On 2018-12-01, a community approved vote created the office=diplomatic tag. It came with a list of approved values of embassy=*
Implicitly, it also deprecated embassy=embassy. Furthermore, the documentation page embassy=embassy has never existed.
Nevertheless and even if the deprecation is 3 years old, its use was increasing these last 2 years (see https://taghistory.raifer.tech/#***/embassy/embassy).
In January 2022, the french community took some actions (see below) to replace it by the correct embassy=* value (depending on the case for each single object). No mechanical edit was involved in the process at any point.
The number of embassy=* objects tagged embassy=embassy dropped from 51% in December 2021 to 25% in January 2022 (according to TagInfo).
As far as I know, there isn't any local specificity with this tag. It is used all over the world with no local significant over/under-use.

Rendering / tools
As well JOSM, Vespucci and iD editors are already supporting the approved tags.
- ID still propose the tag embassy=embassy with the list of approved tags. I created a ticket to suggest to remove it. It has been accepted, implemented and is expected late january 2022 to be in production.
- JOSM doesn't propose the tag embassy=* with diplomatic=embassy. And yet a proposal was done : josm-presets/blob/master/diplomatic.xml, and seems to have been reverted : https://gitlab.com/k127/josm-presets/-/issues/1#note_498824797

Complementary concrete actions
For your information, actions which are not part of this proposal, have and will continue to be taken to insure a smooth transition. For example a worldwide MapRoulette challenge has been setup. At this point we do not consider any mechanical edit. If it would be the case, it would be previously discussed respecting the Automated Edits code of conduct.
Already 100% of these objects use an office=* tag. More precise values of embassy=* tag should also be added by the community later.
As a test, 
Zorglubu (on osm, edits, contrib, heatmap, chngset com.) setup a first test challenge that was successfully operated over France.
