Proposal
To approve and introduce the tag emergency=water_rescue to show the buildings and base areas, both on and off water, of those groups that are dedicated to the rescue of vessels and / or sailors in distress, usually in Open or Coastal waters, but also sometimes in inland waters such as lakes and rivers. These groups may also be involved in rescue operations in littoral areas such as coastal cliffs, mud flats etc.
Rescues are usually carried out by boat, but other means can also be used.
Some examples of these groups include the British RNLI, USCG Auxilliary, Australian Volunteer Coast Guard, Polish MOPR & many others.
These groups may be made up of paid professionals, volunteers only, or a combination of the two. This tag does not distinguish between them.

Tags to be Deprecated
As part of this proposal, the following established "in-use" tags, which are all more or less duplicated, but which have never been discussed or voted on, should be deprecated & their existing usage merged under this tag:
Meaning of "Deprecated"
Specifically, in this context the term deprecated means:
- The OSM community recommends emergency=water_rescue as a replacement for these various tags
- The primary tag for each POI using these tags be changed to emergency=water_rescue, and other duplicate tags be deleted
- The deprecation template will be added to their various wiki pages
- Where necessary, new pages will be created and marked as deprecated
- These tags will be added to Deprecated features
- Data consumers are recommended to support these tags until such time as they are no longer in use

Rationale
Currently, Lifeboat / Marine Rescue bases are mapped with a number of different tags, with the documented pages all having very similar descriptions and meanings. As can be seen, these tags have all been used a similar number of times (~250 – 450), but on checking, in the vast majority of cases, usually two, & sometimes more, of these tags have been used together on the same POI e.g

which makes them more awkward to map, doesn't give a true indication of mapping numbers, and also breaks the principles of https://wiki.openstreetmap.org/wiki/One_feature,_one_OSM_element.
I am therefore proposing that emergency=water_rescue be accepted as the default tag for these bases, that the other similar tags be marked as deprecated, and their current usage be merged into the accepted water_rescue tag.
How to Map
For buildings / areas that operate as a lifeboat / rescue station, draw an area around the building/s, and any related items such as piers or mooring buoys, and tag it as emergency=water_rescue. If the station includes multiple buildings, possibly in separate locations e.g. an administration building / crew quarters, a radio room / observation tower and also a boatshed, use the same tag on each of them, and consider joining them in a relation as type=site.
If a single building is shared by multiple users, add a node inside the mapped building and tag it as emergency=water_rescue.
This tag can also be added to such facilities as fire-stations that also have a water-rescue role e.g. https://www.openstreetmap.org/way/392193354.
Tags used in combination
- name=* - the common name of the feature e.g. RNLI Tower Lifeboat Station
- operator=* - e.g. Royal National Lifeboat Institution (spelt in full in local language)
- operator:wikidata=* - the Wikidata ID code for the Operator
- opening_hours=* - Most groups will be available on a call-out basis 24/7, but if part of the station (e.g. the radio room or an observation tower) is open during the day, then include those times, either daily e.g. Mo-Su 05:00-18:00, or the time of year that they are there e.g. Oct-Apr Sa-Su 06:00-17:00. If the station is only operational for part of the year, consider also tagging them with seasonal=* (e.g. summer)
- phone=* - contact phone number for the group
- fax=* - contact fax number for the group
- seamark:type=rescue_station - denotes a Rescue Station ***
NB *** The various seamark categories should be included as they are intended to render in various nautical charts.
Other possible tags to include
- seamark:radio station:callsign=* - the designated radio call-sign of the rescue station (if different to the Station name) ***
- seamark:radio station:channel=* - which radio channels the group's radio-room monitors e.g. VHF 16,67,73,82; 27MHz 88,91 ***
- seamark:rescue_station:category=* - type of facilities each station has e.g. radio station, on-land or moored lifeboat, first-aid room ***
- lifeboat = offshore / inshore / both - depending on whether the station is equipped for offshore (open sea / "Blue Water") rescues, close coastal / inland assistance, or both. This is related to the type/s of Rescue vessel/s at the base.
- lifeboat:name=* - if the name of the Rescue vessel/s at this base is known (additional vessels to be tagged as lifeboat:name1=* etc)
- lifeboat:class=* - if Class of Rescue vessel/s known e.g. RNLI_Severn

Possible Rendering
This tag could possibly render with the same pink background / brown icon colour scheme as currently used for Police & Fire Stations, together with an "SOS" icon?

- I oppose this proposal. This proposal deprecates in-use tags, causing work for developers, mappers and data consumers alike, for no good reason. - I oppose this proposal. Both this and https://wiki.openstreetmap.org/wiki/Talk:Proposed_features/emergency%3Dair_rescue_service dilute the meaning of the emergency tag (aka equipment/facilities directly useful in an emergency) at a level to make it meaningless. It is akin to tagging a whole hospital with emergency=emergency_ward_entrance. - Sorry, but when the existing POIs are tagged under multiple combinations of 2 x emergency + 1 x amenity tags, how can introducing one tag to cover them all be called "diluting the meaning"? The current definition of the emergency key is that it "is used in multiple ways, all related to emergency services, and facilities and amenities related to emergency and disaster response." The proposal fits here precisely. - I oppose this proposal.} -- I oppose this proposal as it replaces the intuitive and commonly understood tag, lifeboat station with<nowiki> something that is not at all intuitive. The position of the boat is irrelevant, what is important is finding the lifeboat station quickly. Lifeboat stations have running call phones, in the same way as fire stations so help can easily be summoned. If you are at the seaside ask where the Lifeboat Station is, everyone will be able to tell you. - @trigpoint - I cannot comprehend your arguments. First I do not know what "a totally thing" is or "running call phones" mean. In Europe, emergency services are usually bundled under the 112 number, and the dispatcher summons the necessary service, let it be the fire brigade, the mountain rescue or the water rescue. Thus, nobody needs to "find the lifeboat station quickly". Further, what is intuitive is usually highly subjective. I find the now approved tag highly intuitive and better structured for the purposes. I see no confusion with beach lifeguards, who have a separate tag emergency=lifeguard that is untouched by this proposal. --Polarbear w (talk) 10:30, 25 February 2023 (UTC)
I'll also add that in regard to "If you are at the seaside ask where the Lifeboat Station is, everyone will be able to tell you", that may apply if you're in a country that uses that term, but if e.g. in Australia, you asked somebody on the beach where the "lifeboat station" is, you'll get a blank look in return. --Fizzie41 (talk) 23:19, 25 February 2023 (UTC)
