Spanish Cadastre Access Criteria abstract
Information from Spanish Cadastre (all information currently included in Spanish Cadastre database) only can be publicly distributed as "derived work". The term "derived work" is not used in the official document, but it says that all information, before being publicly released and distributed must be "object of any transformation process".
The derived products or services shall not be named as "cadastre cartography", "cadastre information" nor any other names that could cause confussion.
It is forbidden to publicly distribute the original downloaded cadastre information, if it has not undergone any transformation.
In section 12, we can read that copyrights for the derived work will be owned by the author of the derived work, but as source, credits must be given to General Cadastre Direction, of the Economy and Treasury Department of the Kingdom of Spain, and it must be noted the date in which the access to the used product or service was done.
The Real Estate Cadastre is an administrative registry of the Economy and Treasury Department in which all rural, urban and special property goods are described. It is regulated by the Real Estate Cadastre Act. The inscription in this registry is mandatory and free, unlike the Property Registry.
The cadastre description for real properties include their physical, law and economical characteristics, such as their ubication, cadastre reference, area, landuse, crop, graphical representation, cadastre value and cadastre subject.
Process for importing Spanish Cadastre data into OSM
It is being planned an import for importing into OSM some of the data included in Spanish Cadastre, by using the new Cat2Osm tool. According to the current plan, this import will not be fully automated, as data for each Spanish municipality must be validated and corrected before its actual upload into OpenStreetMap.
A dedicated user for each Spanish province has been created. Each user will be shared among all people importing data from Spanish Cadastre for a given province. These created users can be seen at Spanish Cadastre/results.
Currently the import has not started, as the Cat2Osm tool is being refined.
Once the tool has been completely refined, the import process will begin. A collaborator will download data from Spanish Cadastre for a given municipality. After processing that file with Cat2Osm tool, the data will be transformed into an OSM file. This OSM file must be reviewed and corrected using JOSM. The main idea is that no data should be imported without review.
Text elements import
The Spanish Cadastre ELEMTEX layer contains labels referring to populated and unpopulated places, points of interest, etc. This data could be extracted with Cat2Osm -elemtex option. They are enough independent and simple to start a separate import and it is discussing the possibility of starting such importation. The steps required to process the output of the program before you import are:
- Merge multiple nodes. Some nodes are repeated because they refer to a wide area. You have to leave only one of them in the middle or pass the tags to a path that encloses the area. Other long texts are distributed across multiple nodes. For example, "The Volcano Arafo" in two nodes with name=El Volcan and name=de Arafo. You must write the full name in only one node with name=El Volcán de Arafo.
- Tagging. All nodes are labeled provisionally with place=locality. You have to check them manually and assign best suited tags taking into acount the name and your local knowledge. For example, if name=Escuela Pública Andres Orozco, assign amenity=school.
- Remove nodes considered not appropriate to import. Specially if they refer to elements already in OSM map. Consider adding information (name=*) if it is missing in existing elements of the map.
- Correct the spelling adding missing special spanish characters. If all text is in upper case convert it to title style (only first letter of nouns in upper case). For example, translate "HOYA DEL PINO" to "Hoya del Pino."
As an example, here is a file generated by Cat2Osm elemtex and the corresponding procesed result.
The program gives the option, with the entry ElemtexRules of the configuration file, to specify the path to a file of rules that allows to tag and filter in a a personalized way. See the example file config/elemtex.rules (new in version 2012-06-13) and share the more general rules (ES).
When the import process become authorized, you must upload procesed data of a municipality only with the user assigned in Spanish Cadastre/results and record there the changeset ID.
