This tag has been used for a so-called online grocer or dark_store=grocery, a place that serves as distribution point for businesses that sells goods by means of delivery to customers. Dark stores are distinct from shops in the sense that customers cannot go inside a dark store to take goods from the shelves and buy them at a counter. It is emerging (2023-07) that dark_store=* is a more appropriate tag if that is what the business is, so amenity=warehouse may see less use or even become fully deprecated.
If the user orders goods online, but can pick them up at the location, consider using shop=outpost instead. The distinction is that shop=outpost allows pick-up but doesn't deliver, while a dark_store=* delivers, but doesn't allow pick-up (there may be exceptions). - building=warehouse - note that some building=warehouse may be empty, and warehouse may be located in place not purpose built for them. Though vast majority of building=warehouse will be in active use as a warehouse, without separately mapped amenity=warehouse. Note also that single warehouse building may have multiple warehouses or single warehouse may include multiple warehouse buildings, and some mappers may want to map this.
