building=bath is a tag intended to denote buildings that were built for bathing. This tag is suitable to describe both buildings constructed as public baths and private baths built on private plots for personal use, especially common in Russia and other countries for the former USSR.

Note however that this tag is rather about building design. For establishments and organizations that provide public bath services, the amenity=public_bath and leisure=sauna tags should be used.
