The tag designation=core_path is used to describe the legal classification of a way (e.g. highway=* or waterway=*).
Current usage

This tag is used exclusively in Scotland to describe a legal classification of a way, known as a core path. Core paths include paths, waterways or any other means of crossing land to facilitate, promote and manage the exercise of access rights under the Land Reform (Scotland) Act 2003.[1] Core paths include historical public rights of way as well as other important routes.[2]
The Land Reform (Scotland) Act 2003 requires each local authority and national park authority to produce a plan for a system of core paths in their area. Core paths should be recorded and promoted by the authority, which may include signposting and maintaining the paths.
Since core paths can include both highways and waterways, public access is legally enshrined for pedestrians, cyclists, horse riders, rowers and canoeists. In the United Kingdom, this tag is to be used only for way legally designated as a core path, and should usually be accompanied by the following tags:

Note, highways that are core paths should be tagged as highway=bridleway at a minimum, as access is designated for horse riders, but may be mapped as a higher classification of highway (e.g. highway=track or highway=service) as appropriate.
