This key indicates a level of education on a numeric scale inspired by the International Standard Classification of Education (ISCED). It is used in association with a main feature tag such as amenity=kindergarten, amenity=school, amenity=college and amenity=university.

Background

The UNESCO Institute for Statistics publishes ISCED as a standard for classifying national education programmes. The standard's country-agnostic definitions facilitate comparisons between countries' educational statistics (for example, the number of citizens who have attained a secondary level of education). For convenience, UNESCO provides localized definitions based on the names of national education programmes.[1]

According to UNESCO, ISCED is not designed for comparing specific degrees or classifying individual educational institutions.[1] Nonetheless, mappers have adapted ISCED's levels of education and country mappings for the purpose of classifying individual schools in OSM. The name of this key does not necessarily mean that the ISCED standard is being rigorously followed.

The isced:level=* key was originally based on the ISCED 1997 standard, which had six levels. ISCED was revised in 2011 with eight levels. Level 0 was extended to include even younger programs, while levels 5 and 6 were distributed among levels 5 through 8. As a result, isced:level=5 and isced:level=6 would be ambiguous.

A draft 2020 proposal, rejected 2022 proposal, and draft 2022 proposal aim to resolve the ambiguity by specifying the version of the standard in the key.

Tagging

This key is added to features mapped as a node or area. It requires a main amenity=* tag such as amenity=school or amenity=university

To tag educational institutions which offer more than 1 ISCED level, such as a school that offers levels 1, 2 and (primary, lower secondary and upper secondary education), most mappers use semi-colon separated values, for example isced:level=1;2;3, but some use a range in the format isced:level=1-3 with a dash separator.

Level

The level of education should be specified using isced:level=*. The table below is a general description of ISCED 1997:

Level Description Principal characteristics
0 Pre-primary education initial stage of organized instruction, designed primarily to introduce very young children to a school-type environment
1 Primary education or first stage of basic education normally starting between the ages of 5 and 7, designed to give a sound basic education in reading, writing and mathematics along with an elementary understanding of other subjects
2 Lower secondary or second stage of basic education designed to complete basic education, usually on a more subject-oriented pattern
3 (Upper) secondary education more specialized education typically beginning at age 15 or 16 years and/or the end of compulsory education
4 Post-secondary non-tertiary education captures programmes that straddle the boundary between upper- and post-secondary education from an international point of view, e.g. pre-university courses or short vocational programmes
5 First stage of tertiary education tertiary programmes having an advanced educational content, cross-classified by field (see below)
6 Second stage of tertiary education tertiary programmes leading to the award of an advanced research qualification, e.g. Doctor of Philosophy, cross-classified by field (see below).

  4. ↑ The official ISCED mapping for the United States does not cover the education system in Puerto Rico. UNESCO has not published ISCED definitions for Puerto Rico. However, the Puerto Rico points of interest import added isced:level=* comprehensively to all schools according to the official U.S. mapping, which at the time corresponded well to Puerto Rico schools, unlike on the mainland. These tags are now potentially incorrect following a major reorganization in 2018.
