The legal=* key is used in certain countries. Mostly, it indicates the legality of the element (i.e. Whether local law allows the existence of the element or not). For example, you may want to tag a waste landfill without a governmental register as legal=no. Another possible legal=no instance can be a factory on farmland, which may violate local land use law. You may need source=* to assist your changeset.
