railway=facility is a type of site relation connecting infrastructure elements of a railway operating site, such as tracks, switches, platforms, buildings and stop positions. The tagging is similar to public_transport=stop_area but it's also used for non-public railway operating sites.
Note that interlockings are not operating sites.
