A tag to map former railways, where all physical features and traces of the railway have been removed.
Mapping a feature without any physical, verifiable presence (Good practice#Map what's on the ground) is considered out of scope for OSM. Adding a way for a former railway is disputed by some contributors. See Demolished Railway for a comparison of tagging approaches. Avoid mapping former railways if it is impossible to determine the former route from the ground or aerial imagery. Consider using Open Historical Map instead to map former railways.
Also, this tag is sometimes used when primary railway features like rails, ballast, ties/sleepers were removed, but secondary recognisable traces like earthworks are remaining[1].
How to map
Draw a line representing the former railroad track and add railway=razed + razed:railway=rail/narrow_gauge/tram.
If there is a bike path on the route now, use another way and add the features (highway=path).
Use the correct railway=abandoned or railway=disused for the remaining visible segments.

railway=razed is not rendered by OpenStreetMap Carto, but is rendered in OpenRailwayMap.
