The tag utility=water is added to a feature (such as a marker=*, man_made=street_cabinet or building=service) to specify that it is part of the infrastructure related to water treatment, transmission and distribution towards industries and domestic consumers, including non-drinkable water.
Water is not only essential for human consumption but for industries too. It is often pumped in natural environment in rivers or next to sources as to be treated, transmitted and distributed towards industrial or domestic consumers through complex utility networks. At this stage, the water resource isn't necessarily potable yet and needs further processing.
Do not confuse with sewerage, sewage or wastewater systems, which are a different infrastructure system that transmits water from consumption places to treatment facilities. See utility=sewerage.
