2010 Chile earthquake/Tasks and Ideas

Chile is reportedly well-prepared for major events like the 27th February 2010 earthquake. At this point in time, we are making an initial assessment regarding where and how OSM can help.

First Steps

• Identify Chilean areas/towns/villages where mapping has not already been completed by the OSM Chile team that would benefit from improvements in map coverage
  • Metropol Constitución:
    • Impassable motorways, bridges, especially to the next intact airport
    • Interrupted power lines
    • Airport, aeroway=* (Query-to-Map link in Renders section)
    • Working hospitals. amenity=hospital (Query-to-Map link in Renders section)
    • Harbour, harbour=*, landuse=harbour (Query-to-Map shows no tagged items in earthquake zone)
    • ...
• Identify Pacific islands at risk of Tsunami damage which would benefit from improvements in map coverage (if any) - NOAA bulletin available that lists likely places [1]
• Identify sources of updated aerial/satellite images for impacted areas (both for earthquake and tsunami) & obtain permission for tracing
• Identify key thematic vector data sources relevant for data imports and run data quality assessments
• Reach out to local/ national and international responding entities raising awareness on availability of OSM resources in support relief work
• Keep right shows countless "almost-junctions" and "intersections without junctions" in Chile. That is no problem for printed maps - but for routing systems it is a huge problem!
  • Is this perhaps due to an automated import gone wrong?
    • Yes, it seems so.
      • Need good satellite images or local knowledge really to be sure. Many defects in Santiago (for example) have been able to be fixed as Yahoo! is ok there.

Obviously we cannot look at mapping collapsed bridges, blocked roads etc unless/until we get access to post-quake imagery

• Post-quake imagery around Santiago now available ... however, it has been observed that this is not of sufficient resolution to allow individual buildings to be resolved.

Imagery

• Any high resolution imagery inside this box: Lat-32.4202/Lon-74.1856 - Lat-39.6000/Lon-69.8570 will cover the most impacted area (from the Valparaíso region in the north to the Araucania Region in the south). It is a huge area, but it is the most affected one. There are hundreds of towns there that have not been maped yet.

• There was also a tsunami in the Robinson Crusoe Island in the Juan Fernandez Archipelago in the Pacific Ocean (Lat-33.59/Lon-78.98 - Lat-33.72/Lon-78.76) that would be great to map.
  • Neither the island nor the archipelago are recognized by Nominatim at this time. Good to get them into the dataset, definitely.

• The GeoEye and DigitalGlobe images need to be scaled and warped for use as picture layers in JOSM. I've been working with this some, but I'm very much of a novice at this task. Is there a warping engine which can be used on the desktop rather than requiring upload of an image to a site to do warping? --Ceyockey

According to the Wikipedia article on the earthquake, there are several places which have experienced "Destructive" shaking, based on the Marcalli intensity scale. These locations have been linked to Nominatim in the opening passage of the 2010 Chile earthquake page, which has just undergone a complete revision.

Should geo-located events be added to OSM? For instance, consider line-item #9 located to -33.381038,-70.645609 relating a collapsed motorway. Certainly, imagery won't support verification, but should mentions of this kind be added to the map in some fashion? Language resources

In general, Google Translate (and other automated translation engines) do a reasonable job of translating Spanish into Western European languages. However, there is no substitute for a multilingual person's conducting translation review or primary translation.

Users that use the Babel Template on their Wiki user page will automatically be added to relevant language combination pages. You can find a list of all used combinations in Category:Translation matrix

Template:Place

A Spanish language version of this template has not been prepared. I think it would be useful to prepare one, Template:ES:Place, for use on populated places in Chile. --Ceyockey

March 2010 Blackout

It would be very interesting to have the transformer which is purported to be at the root of the recent blackout of Chile pinpointed on OSM. I don't suppose that anyone has access to SIC personnel or to the location of the transformer who could light it up with a GPS trace? --Ceyockey
